UNIDO Tunisia – PAMPAT II

This project, designed and executed by ADMEDERA Consulting Export, aimed to support the international expansion of three high-potential Tunisian product categories: dried tomatoes, pomegranates (and derivatives), and date-based sweeteners. Over a 3-month mission, our team delivered comprehensive market and regulatory studies, guiding national stakeholders in identifying and accessing the most promising export destinations.

solution

The Problem

Tunisian producers of dried tomatoes, pomegranate derivatives (juice, syrup, molasses), and date-based sweeteners (paste, syrup, powder) face significant barriers when approaching international markets. These include a lack of market knowledge, uncertainty around customs classifications, and poor understanding of product-specific technical and regulatory requirements across countries. Despite high-quality products and competitive value propositions, the lack of targeted intelligence and clear access guidelines impedes their export development. UNIDO launched this initiative to fill these gaps with detailed technical insights and country-specific access roadmaps.

The Solution

The Challenge

  • Aligning diverse product types under a unified methodology while ensuring specific treatment for each

  • Selecting six target countries from an initial pool of over 20, based on export potential and regulatory accessibility

  • Navigating highly fragmented regulations across eight destination markets: Germany, France, Netherlands, UK, Italy, Russia, USA, UAE, and Qatar

  • Providing actionable data not only for current export readiness but also for future product development within each value chain

We Made

  • Defined 9 distinct product variants across the three value chains, with specific customs codes and ingredient classifications

  • Conducted in-depth global market analyses to assess import/export flows, competitor positioning, and per-country attractiveness

  • Developed a strategic selection model combining market potential, accessibility, and risk indicators

  • Delivered detailed regulatory dossiers and market access guides for 6 countries per product, including labeling, packaging, tariffs, and distribution channels

  • Proposed tailored promotion plans including trade show strategies, potential buyer groups, and institutional partnerships
